Description: This document is a summary of a speech given by Soviet Defense Minister Dimitry Iazov at a meeting of the Warsaw Pact (WP) chiefs of staff in Moscow. Iazov defends Moscow's policy of unilateral military reductions. He argues in favor of revealing the military secrets of the WP to Western scrutiny and inviting closer ties with capitalist states, based on a revised conception of the international situation that no longer anticipates the prospect of war.
