Memorandum of Conversation Between the President of the Congress Party of India (R)(Dev Kant Baruah) and the Deputy Foreign Minister of the GDR (Herbert Krolikowski)

Description: This document contains the conversation between the visiting President of the Congress Party of India (R), Dev Kant Baruah, and the Deputy Foreign Minister of the GDR, Herbert Krolikowski. Baruah confirms India's orientation towards the Socialist countries based on its traditional non-aligned position. He contrasts the peaceful orientation of the Socialist Bloc with the allegedly aggressive moves by the United States in the Indian Ocean, exemplified by the build-up of Diego Garcia as a base. He describes Indian foreign policy at aiming at a general reduction of tension in South Asia. He specifies tensions with Bangladesh regarding the distribution of water resources and the treatment of the Hindu minority.
