Description: This document includes a letter from West German Foreign Minister Willy Brandt to NATO Secretary General Manlio Brosio. Brandt reports on his Paris meeting with French Foreign Minister Maurice Couve de Murville. At this meeting, the foreign ministers addressed the Harmel study and decided that French and West German representatives should seek a basis for discussion in the upcoming ministerial meeting.
