Subject: East-West Relations, Détente, and European Settlement

Description: This final report of Sub-Group 1 analyzes East-West relations, détente, a settlement for Europe, and the German Question. It states that the relaxation of tensions in Europe and the building of a regional security system depend mainly on NATO's success in persuading the Soviet bloc of the advantages of East-West collaboration. The report emphasizes that the German Question is closely connected with the settlement of Europe, and that a solution for this matter would contribute to establishing a new order in Europe. Finally, it points out measures for improving East-West contacts and for strengthening collaboration in a period of reduced tensions.
