Letter from General Ion Ioniţă, Minister of the Armed Forces, to Nicolae Ceauşescu

Description: In this letter, Romanian minister of armed forces Ion Ioniţă reports on the discussions held in Moscow regarding the joint exercise on Romanian territory planned for April 1970. He refers to the Russian reaction to the Romanian proposal for a convention for the execution of the exercise. The supreme commander of the Unified Armed Forces, Ivan Iakubovskii, and army general Sergei Stemenko point out that no such conventions have ever been held in the past.
