Report on the 23rd CMD Meeting

Description: This document is a report to East German leader Erich Honecker about the proceedings of the 23rd session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Sofia in 1988. Among the questions discussed are the publication of statistical details on the respective force levels and armaments of NATO and the WP as well as organizational changes in the WP based on the new defensive military doctrine. Furthermore, the report addresses the unilateral disarmament steps by the Soviet Union and cites remarks by the Bulgarian leader Todor Zhivkov on domestic developments in Bulgaria.
