Draft Progress Report of the Council to Ministers' Meeting at Luxembourg

Description: This draft progress report of the North Atlantic Council contains a resolution based on the mandate of the Ministerial Resolution of 16 December 1966 to direct the Exercise on the Future Tasks of the Alliance. The North Atlantic Council also has responsibility for the conduct of the exercise. Furthermore, the document outlines the four main areas of study for the Harmel Exercise: (i) East-West relations, (ii) inter-allied relations, (iii) the general defensive policy of the alliance, and (iv) developments in regions outside of the NATO area.
