Description: This document is a transcript of a speech given by East German Foreign Minister Oskar Fischer at the meeting of the Warsaw Pact (WP) Committee of Foreign Ministers in Sofia in March 1988. Fischer believes that the security threat emanating from NATO is still high, and advises against unilateral disarmament moves on the part of the WP.
