Note on the Meeting of the Deputy Foreign Ministers

Description: This note on the October 1980 meeting of the Warsaw Pact (WP) deputy foreign ministers in Warsaw concerns the draft communiqué to be published following the meeting of the Committee of Ministers of Foreign Affairs (CMFA). The note discusses Romania's position that an unequivocal statement of the WP's position on the future of a pan-European security conference would be beneficial for the whole alliance. The member states support the underlying principles of the Romanian proposal, but argue that the CSCE can only be continued if the Madrid conference is successful.
