Description: This report summarizes the discussions at the meeting of Sub-Group 3 on 18 May 1967. The participants speculate whether the purpose of a Warsaw Pact initiative to negotiate a series of bilateral defense agreements is the simultaneous abolition of NATO and the Warsaw Pact while, at the same time, maintaining the Warsaw Pact's military strength and cohesion. It also discusses the potential contribution of NATO's defense policy to European unity, the danger of giving the impression that NATO is rivaling the UN by making references to NATO's role in international peacekeeping, and finally, the relation between defense policies and disarmament.
